However, in the final year of Obama’s tenure the number of application by inmates for pardons or commutations has increased, creating a backlog of requests.

White House counsel Neil Eggleston said, “I’ve told my office that anything that gets to us will get processed… We’re not going to have a failure of resources here. I’m pretty confident that we’ll get to all of those.”

He added the president would continue reviewing clemency requests personally in his tenure as he focuses individually and has good information on each case.

Eggleston added further, “He’s essentially looking at the various pieces, and he’s testing the likelihood of success on the outside. The way he really thinks about this is giving people second chances.”

It is learned the White House is trying to reduce the existing sentences closer to the current guidelines. It is seen thousands of people are serving long sentences yet despite the current law does not requires so.

Obama said the hard sentences 1980s and 90s have destroyed communities and has also increased the US prison population.
