Trump To Resume 1033 Program To Transfer Surplus Military Weapons To Police

United States President Donald Trump has responded to the lobby of police union to restore the program of 1990 that was curtailed by former President Barack Obama two years ago. Attorney General Jeff Sessions is learned to be announcing on Monday surplus weapons and vehicles of the nation’s military will be transferred to the state and local law enforcement agencies.

Obama greatly limited the program following heavy reactions from public to images of heavily militarized police in the streets of civil unrest.

The Congress originally created the so-called 1033 Program for use in drug enforcement by the state and federal law enforcement. Later in 1997 all law enforcement were included in the program with a preference for those with anti-terrorism and anti-drug programs.

The surplus equipment and vehicles included riot gear, armored vehicles, rifles, ammunition and computers and the agencies only had to bear the transportation or shipping costs and nothing else.

However, the civil unrest in August 2014 erupted after Michael Brown was shot dead in Ferguson many people were troubled with oversized military vehicles on the streets. Several months later, in January 2015, the Obama government made reform to the program creating lists of prohibited equipment and controlled equipment.

It was decided the prohibited equipment will not be distributed to the agencies and the controlled equipment can only be made available for a demonstrated need.

In 2016 the previously-issued surplus equipment and vehicles were recalled based on the prohibited equipment list.
